On the 4th December, 1902, Messrs Leigh and Orange again deposited the same plan for my approval, but with amendments in red lines showing the concrete bed under the rails in accordance with requirements, which had been settled by Colonel Yorke. This plan showed the entire surface between the two tracks in the case of centre pole construction to be concreted over.
I took the precaution of submitting the plan to Government and calling attention to the extra width of concrete between the rails and to the width groove in the rails which I considered would be a source of danger to ricksha traffic, if made as wide as it was shown.
Some correspondence then took place between Messrs Leigh & Orange and myself which seemed to establish beyond doubt that Messrs Leigh and Orange were the authorized local representatives of the Company as regards matters of construction.
